Why investors in Dubai are buying real estate even before it is completed
The Dubai real estate market maintains a steady pace of growth. In the first quarter of 2026, more than 44,000 residential transactions were completed, representing a year-on-year increase of 4.2%.
More interesting than the numbers themselves, however, is the direction in which the market is moving. Approximately 73% of all transactions are properties under construction (off-plan). The market is moving towards new projects.
Off-plan projects dominate the market
While interest in new projects is growing, the completed real estate segment saw a decline of around 9%. The reason for this is not weaker demand, but above all the limited supply in long-favored locations.
Development projects, on the other hand, respond exactly to what the market is currently looking for:
- new locations
- Modern concepts of housing
- wider choice of layouts
And above all, more flexibility in financing.

The change in the structure of the market is not accidental. Behind it is a combination of factors that give the off-plan segment a clear advantage.
1. Flexible payment terms
Development projects often offer staggered payments during construction. This reduces the initial capital and allows investors to work with finances more efficiently.
2. Purchase at the construction stage
Buying at the construction stage means entering the market at a time when the price is usually lower than after the completion of the project. Thus, as the construction progresses, there can be a natural increase in value.
3. Development of new areas
Dubai has been expanding for a long time. New residential neighborhoods bring infrastructure, services and additional investment potential. This is where there is room for future appreciation.

From an investor's point of view, today it's not just about buying real estate. Decisive is:

- to what project
- at what stage of construction
